Its possible to terminate hlds with autorestart function?

I need a module or with orpheu to stop hlds (terminate hlds_linux process) without autorestart function start.
Autorestart function start with "rcon quit" and "rcon exit".
I need to use that function, but i need a command to stop hlds without autorestarting anymore.

Autorestart it's part of hlds.exe (or hlds_run.sh on linux). You can't avoid that in a direct way.
Just run your server with -norestart parameter
